It is a state, and an act of love, to do things for others because we want to please them, rather than because we fear them. Those who surrender fully to Jesus, love Him with their whole heart, mind, soul and strength. They obey Him because they love Him.
This addresses two issues that people often mention.
1. We cannot keep the law of God, we cannot do that which is pleasing in His sight.
Obviously we can, because God unflinchingly says that we can.
2. How can we keep obey God?
Of course the answer is, "Love Him." Love is the fulfilling of the law.
John 14:21
(21) He that hath my commandments, and keepeth them, he it is that loveth me: and he that loveth me shall be loved of my Father, and I will love him, and will manifest myself to him.
Galatians 5:14
(14) For all the law is fulfilled in one word, even in this; Thou shalt love thy neighbour as thyself.
1 John 3:22-24
(22) And whatsoever we ask, we receive of him, because we keep his commandments, and do those things that are pleasing in his sight.
(23) And this is his commandment, That we should believe on the name of his Son Jesus Christ, and love one another, as he gave us commandment.
(24) And he that keepeth his commandments dwelleth in him, and he in him. And hereby we know that he abideth in us, by the Spirit which he hath given us.
1 John 5:2-5
(2) By this we know that we love the children of God, when we love God, and keep his commandments.
(3) For this is the love of God, that we keep his commandments: and his commandments are not grievous.
(4) For whatsoever is born of God overcometh the world: and this is the victory that overcometh the world, even our faith.
(5) Who is he that overcometh the world, but he that believeth that Jesus is the Son of God?
